Project Need

Environmental Project Management was needed for the 31 acre GBT Realty development, Silver Lake Village, located in Bartlesville, Oklahoma. Natural resource inventories, endangered species review, environmental due diligence, and agency coordination was required to facilitate natural resource impact avoidance and project development during project planning and construction. The Silver Lake Village is an 85,000 SF, $20M development featuring Ulta Beauty, Rack Room Shoes, Petco, Ross Dress For Less, T.J. Maxx, Maurices, Great Clips, Kay Jewelers, and GNC.

Services Completed

Lord & Winter, LLC worked closely with the GBT Realty, Inc., development team to ensure environmental permits and natural resource studies were completed in compliance with state and federal Environmental regulations. Due diligence services included an Oil and Gas Well Assessment, a Phase 1 Environmental Site Assessment, a Phase 2 Site Investigation, and Oil and Water Well Abandonment. Environmental permitting services included a Wetland Delineation, a Stream Hydrologic Assessment, a Phase 1 Habitat Survey for the Indiana and Northern Long Eared Bat, a American Burying Beetle (ABB) Survey, and Jurisdictional Determination submittal to the US Army Corps of Engineers. Agency consultation was completed with the USFW Service, the US Army Corps of Engineers – Tulsa District, Bartlesville Development Authority, and the Oklahoma Corporation Commission.

Issue Resolved

As a result of the work the client obtained an Approved Jurisdictional Determination (AJD) from the US Army Corps of Engineers – Tulsa District, a ABB clearance concurrence from the USFW Service, and acquired the property under “Innocent Land Owner” guidelines for CERCLA Liability Protection. The Silver Lake Village is currently open as Bartlesville, Oklahoma’s newest retail development.
