Phase II Investigation in New Smyrna Beach

Phase II ESA - Florida
Environmental site investigation in New Smyrna Beach, Florida — soil and groundwater sampling conducted to assess potential contamination on redevelopment property.

Project Need

Environmental due diligence identified a potential concern on a 9.25-acre property in New Smyrna Beach, Florida. Historic operations near the site—including a railway, fueling depot, and aboveground petroleum storage tanks—raised the possibility of contamination. Because the property also falls within a designated Brownfield Program area, further investigation was necessary before redevelopment could proceed.

Services Completed

Lord & Winter performed a Limited Phase II Environmental Site Investigation, which included:

  • Advancing 4 soil borings up to 15 feet for soil and groundwater samples

  • Installing 2 soil vapor borings for VOC analysis

  • Conducting laboratory testing for VOCs, PAHs, RCRA-8 metals, and TPH (FL-PRO)

  • Comparing results against state and federal screening levels

  • Delivering a Limited Phase II ESA report consistent with ASTM E1903-19 and ASTM E2600 standards

Issue Resolved

The investigation provided reliable data on whether historical site activities contributed to soil, groundwater, or vapor impacts. With a comprehensive Limited Phase II ESA report in hand, the property owner gained the insight needed to meet regulatory expectations, reduce environmental risk, and move forward with redevelopment planning.
