Project Need


A national developer pursuing commercial redevelopment at a former automobile service center in Dearborn, Michigan, needed to evaluate potential environmental risks before acquisition.

Services Completed


Lord & Winter conducted an Initial Assessment in accordance with EGLE’s Part 213 guidance for a number of former leaking underground storage tanks (USTs). The team performed utility clearance, soil vapor intrusion testing, and soil and groundwater sampling across the 7.78-acre site. Groundwater monitoring wells were installed, and samples were tested for volatile organic compounds (VOCs) and petroleum-related contaminants. Results were compiled into a comprehensive IAR package, including all required EGLE forms (EQP 4469, 4002, and 4006) and compared against Michigan’s generic cleanup criteria.

Issue Resolved


The assessments confirmed contamination consistent with former auto service operations, including petroleum-impacted soils and VOCs in groundwater. With this data, the client was able to negotiate acquisition terms, plan for necessary remediation, and pursue liability protection under Michigan’s Baseline Environmental Assessment (BEA) program. Lord & Winter’s work helped streamline the redevelopment process while mitigating environmental and regulatory risk.
