Project Need


A municipal water service utility required environmental due diligence on three large-scale photovoltaic facilities housed in three water treatment facility locations. 9,000 solar panels are being installed, generating 3.2 megawatts of power in what is Tennessee's first local government to pursue utility-scale renewable power generation.

Services Completed


Lord and Winter was part of the planning phase to screen local sites for suspected historical environmental contamination and determine the potential for environmental risk associated with the treatment plan locations. Expedited Phase I Environmental Site Assessment reports were produced.

Issue Resolved


We assisted the client in assessing environmental risk from solid waste landfills, above ground storage tanks, railroad fueling facilities, and petrochemical storage, each on or adjacent to the proposed solar array locations. Data and opinions were utilized by the development team and municipal leadership to assess risk and place it in context for intended land use. The solar panel installations were completed without a schedule delay
