Project Need

A Hotel Development Group required the cleanup of a prime Sobro location in Nashville, Tennessee. The developer planned for a 16-story hotel on a brownfield site near Broadway Ave. One hundred twenty years of industrial and commercial use had resulted in recognized environmental conditions. Solvents, gasoline, lead, and semi-volatile organic compounds exceeded soil screening levels set by the US EPA and adopted by the state of Tennessee - Department of Environment and Conservation (TDEC) - Division of Remediation.

Services Completed

Lord and Winter worked with the Architect, Civil Engineers, and Developer during the acquisition to meet ASTM 1527 innocent landowner requirements. We led the Voluntary Cleanup and Oversight Program (VOAP) requirements preparing the Pre-Excavation Site Characterization, Soil Vapor Mitigation Assessment, Soil Management Plan, Brownfield Voluntary Agreement, and Land Use Controls. We performed Environmental Supervision during excavation and construction, coordinating all trucking, manifesting, and disposal on the client's behalf. Fifteen thousand tons of impacted soil were properly manifested and hauled off-site. Two underground storage tanks were sampled, cleaned, and properly disposed of. A 20-mil vapor mitigation barrier was placed between external soil areas and the development. A Remediation Action Completion report was prepared.

Issue Resolved

The formerly blighted property was transformed into a new development site meeting or exceeding all US EPA and state of Tennessee cleanup levels for soil and groundwater. Construction of the hotel was completed, and a No Further Action letter was issued from TDEC to our client.
