Phase I Site Assessment in Vero Beach

Phase I ESA - Florida
Environmental site investigation in New Smyrna Beach, Florida — soil and groundwater sampling conducted to assess potential contamination on redevelopment property.

Project Need

Before redevelopment could move forward on a 1.0-acre parcel in Vero Beach, Florida, an environmental due diligence review was required. Because the property’s history and location could present environmental risks, a Phase I ESA was necessary to identify any Recognized Environmental Conditions (RECs) and determine whether further investigation might be needed.

Services Completed

Lord & Winter completed a Phase I Environmental Site Assessment in accordance with ASTM E1527-21 standards. The work included:

  • Site reconnaissance of the property

  • Historical research using aerials, topographic maps, and city directories

  • Review of state and federal environmental databases

  • Tax assessment and title review (with optional lien search)

  • Preparation of a comprehensive Phase I ESA report by a Qualified Environmental Professional

Issue Resolved

The Phase I ESA provided a clear environmental history of the site, identifying whether RECs were present and helping the property owner understand potential risks. With the report delivered within the 12-business-day timeframe, stakeholders had the documentation needed to satisfy regulatory expectations and proceed confidently with property planning.
