Project Need


A 2-acre, historical, gas station and auto repair center required environmental assessment and remediation under the State of Tennessee Voluntary Cleanup Program (VOAP) in Nashville Tennessee. The client required site remediation leading to a No Further Action (NFA) letter, required by commercial lenders, for the construction of a 28 story, $125M commercial real estate development.

Services Completed


Lord and Winter, LLC provided turnkey environmental services. We prepared all VOAP required documents including the Brownfield Voluntary Agreement and Notice of Land Use Restrictions. We conducted meetings with the Tennessee Department of Environment and Conservation (TDEC) - Division of Remediation (DOR). Innovative use of air exchange unit redundancy was used during the remedial planning process to function in soil vapor mitigation at subgrade parking. We conducted site characterization and obtained Solid Waste Disposal Permits from TDEC Division of Solid Waste. Soil was characterized sampling for volatile organic compounds (VOCs), Poly-nuclear Aromatic Hydrocarbons (PAHs), and RCRA Metals on a 25 foot square grid. Our Professional Geologists conducted on-site, Environmental Supervision during Excavation, prepared soil manifests, and directed trucking companies for load landfill destination.

Issue Resolved


Our client obtained a No Further Action letter from TDEC and completed the development. Remediation included the excavation, transport, and disposal of 7,500 CY of special waste. Nine Underground Storage Tanks (USTs) were excavated and properly disposed. As a part of Lord and Winter’s efforts, the property was converted from an abandoned, brownfield auto service center to Nashvilles Premier Commercial Office Tower.
